Since 2002 til now, who's made more baffling, mindboggling, facepalming decisions, WWE or TNA?

Definitely TNA, they've tried almost everything to compete with WWE and failed miserably, while WWE has had some terrible story-lines and moments TNA will always beat them at it, anyways its the positive moments that have helped both and WWE has definitely had more even since 2002, Remembering Eddie Show, Nexus takes over, Goldberg, Brock Lesnar, TNA have never had these and its probable they never will.
